This is the optimal answer for my money. Note that it requires at least a Level 2 candidate to succeed in an empowered work center. A newbie who lacks context and strategic vision is likely to founder without close supervision.

I find that an exceptional Security Awareness team can intake requirements and key facts, then generate working draft content for the experts’ and approvers’ review very quickly and efficiently. The team then finalizes the product and deploys it to everyone’s satisfaction. If that’s not the way that the organization currently operates, it’s where the organization needs to go.
